Details
A being of the duality of night. Often a watchful and quiet being, but one that always has with it the kind embodiment of fear that only the possibility of dangerous things in the dark can bring. The being’s goal and purpose is unclear, but he seems to appear to those who rely on Moon Dust and Moonshine too much. Some claim he has stolen or bartered for their Dust and Shine.
He appears only in dark and shadowy areas, often in the deep of night and looks like the shadowy figure of a man wearing a long coat and fedora hat. No matter how hard you might look it is impossible to find detail within the darkness. Attempting to shine a light on him can result in the light dying out, the light simply meeting darkness and nothing being revealed, or the shadowy figure temporarily dispersing, but this seems to be up to him. The only other feature is that if he wants you to know he’s paying even more attention to you a pair of silver-white orbs will appear where his eyes would be.
It’s said that if you’ve offended Luna or transgressed against the night in some way he might visit and stand over you to remind you the night is watching and judging. If you wish to call on him it is fairly simple, place a pouch of Moon Dust or a Vial of Moonshine under your pillow before bed, close all your windows and turn off all lights, and when you begin to feel yourself slipping into sleep speak the phrase “I’m going to see the Hat Man” and he’ll appear later that night and awaken you to collect the offering under your pillow.
He holds a pact with Rhys which was passed down from Lorric under duress. The bargain is handing over Moon Dust in exchange for magic.
